Players are strongly encouraged to play in-boundary, based on either home address or school address. Most out of boundary registrations are accidental, and we will encourage players to register with their home/school league. However, when appropriate, there are three ways to play out of boundary:
Players of LL age 4-7 may play in any league, and once they do they may continue to play in that league as long as they don’t miss a spring season. (They cannot leave and return.)
A sibling of a LL age 4-7 player can play in the same league as their younger sibling. They can keep playing in that league as long as the sibling plays as their eligibility is tied to the sibling.
A player age. 8-16 who used to be in boundary but moved can keep playing in the league they were in using a "II(d) waiver" form, signed by the League President and DA.
Any payer age 8-16 can apply for a boundary waiver, outlined below.
The boundary waiver process is as follows:
Step 1: The parent (or legal guardian) should contact the new league and request a boundary waiver.
Step 2: The new league’s board will meet and decide if they wish to apply for this waiver. The new league is under no obligation to apply for this waiver. If the board decides against it, the process is over. We encourage the President of the new league to reach out to the President of the prior league before their board vote.
Step 3: If the new league decides to apply, they will collect the following information from the parent:
Player’s name
Player’s birth date and LL age
Player’s address
Player’s prior league and last division of play
An email describing why the waiver is being sought. (Please note this is important, without a substantive reason we cannot move forward.)
They will send this in an email along with a recommendation to the D52 DA. Please be explicit in this letter as to why the request is being made.
Step 4: The D52 DA will contact the prior league (or if no prior league, the league they are in-boundary for) and get a letter of recommendation from that league as well.
Step 5: The D52 DA will also write a letter of recommendation and submit all the information to the Charter Committee.
Step 6: The charter committee meets most every week and will make a ruling and let us know. The decisions of that committee are FINAL.
Please note the following:
Leagues should not allow an out of boundary player to try-out, practice or play in the league until the charter committee has ruled.
Holding a draft with an out of boundary player is not advised as there is no guarantee that player will be available to play.
Once drafted onto a team, a player may not switch leagues until the next season.
Waivers can be denied!
Tournament play is never allowed in year 1.
